The short answer
They are the same nicotine, chemically altered to behave differently in your throat.

Throat hit: the difference you will actually feel
Throat hit is the scratch at the back of your throat on the inhale. Freebase nicotine is alkaline, and it gets rougher the more you add — which is exactly why nobody sells 50mg freebase. Nic salt has an acid added to it, which lowers the pH and takes the sting out. That is the whole trick, and it is why a 50mg nic salt can feel gentler than a 12mg freebase.
So: if you want a firm cigarette-like kick without pain, that is nic salt. If you want a soft, warm, cloudy inhale, that is low-strength freebase. Neither is “stronger” in the abstract — the mg on the bottle decides that.

This is the part people skip, and it is the part that matters most.
